Review Statement

 

All materials submitted to JALL will be registered by the managing editor with the date of submission stated in the registration. The contributor will be informed of the editorial board’s decision regarding the manuscript—accepted for publication (with the date of anticipated publication) / rejected / returned to the author for revisions—within 90 days of its submission. In the event of delay in the review process resulting in review period exceeding the 90 days with no decision made regarding the manuscript, the contributor will be notified of the delay and the circumstances that caused it.

 

All submissions (articles, reports, reviews, chronicles, etc.) to JALL are subject to pre-screening by the managing editor and by editor-in-chief in order to verify that:

1) the content of the text fulfils the general requirements applied to scientific publications of the specific genre and corresponds to the topic stated in its title;

2) the author has complied with the regulations regarding the length, structure and format for both the article and the bibliography;

3) the abstract and key words are provided in Russian and English;

4) the necessary contact information is included and agreement to publish the manuscript in the journal is clearly declared by all co-authors;

5) there is no evidence suggesting unlawful use of information in the text, figures, charts, etc.

The pre-screening is administered by the managing editor and the editor-in-chief within 15 days of the manuscript’s submission to JALL. In the event of the manuscript’s rejection based on the results of the pre-screening the author will be notified in writing.

 

All materials that pass the pre-screening are subject to independent scientific review by at least two professionals. The reviewers must be acknowledged experts in the area of or immediately related to the subject discussed in the manuscript and have recent (no further than 3 years) publications on the topic addressed in the material they are to review. By the decision of the editor-in-chief, JALL may subject a manuscript to a subsequent or additional review (by the same or newly appointed reviewers) in the event of an article’s resubmission by the author after revisions had been requested and made.

 

Scientific review may be administered by any qualified (primarily independent) professional, including JALL editorial board members (at least one of the reviewers should not be associated with Herzen University) providing that there is no conflict of objectives (subordination, academic advising or co-authorship between author and reviewer, etc.) A reviewer must notify the editorial board of a possible conflict of interest and withdraw from the review assignment; a contributor may inform the board in advance if they object to certain experts being assigned as their reviewers.

 

JALL operates a double-blind peer review process: neither the reviewers, nor the contributor receive any information about each other. The JALL Editorial Board guarantees that reviewers will preserve any and all confidential information regarding the manuscript they are assigned to review. A reviewer will confirm their responsibility to preserve confidentiality of the material, its content and any information about its author in a written statement. It is strictly prohibited to disclose any information a reviewer may have regarding the manuscript to a third party. The reviewers shall not use or refer to the reviewed materials prior to their publication.

 

The scientific review process aims to achieve substantiated confirmation of the following:

1) the time-relevance of the issue the article focuses on;

2) scientific novelty of the investigation and the degree to which the article considers the current scientific context;

3) the logic of the author’s argument, the correlation between the benchmark data and the author’s conclusions, and the verifiability of the latter;

4) the fulfilment of the general and specific requirements to the structure of the publication, its style and terminological base;

5) the author’s compliance with the standard format requirements (footnotes, commentaries, bibliography, etc.);

6) the appropriateness of the bibliographical sources for the article.

 

Based on the results of the review, one of the following recommendations will be given by the reviewer:

1) the manuscript is recommended for publication;

2) the manuscript is recommended for publication with the reviewer’s comments to be forwarded to the author (revisions to be made in the publication at the author’s discretion);

3) the manuscript is recommended for publication on the condition that revisions are made to the manuscript in accordance with the reviewer’s comments;

4) the manuscript is to be rejected, but is subject to resubmission;

5) the manuscript is to be rejected and is not subject to resubmission.

 

In the event of a difference of opinion between the reviewers, the JALL Editorial Board will act according to the following procedure:

Positive reviews do not automatically guarantee publication. The final decision on the expedience of publication is taken by the JALL Editorial Board and is entered into the minutes of the meeting. Based on the outcomes of the review process, the author is informed of the reviewers’ consolidated opinion, comments and conditions for publication.

 

The author may resubmit a revised manuscript only once and may accompany it with questions and comments on the reviewers’ evaluation if considered necessary. A manuscript resubmitted by the author later than a month after it had been returned for revision will be considered a new submission.

 

The reviews are kept on file at JALL for five years since the time of publication or the decision to reject the manuscript. The JALL Editorial Board will send copies of the reviews to the Higher Attestation Commission upon request.
